Istanbul gets the headlines, but Ankara is where Turkey's deep-tech, defense and public-sector software is built. By 2026, the Ankara ecosystem hosts more than 1,200 active software companies, anchored around METU Technopark, Bilkent Cyberpark and the Çukurambar / Çankaya office axis.
This guide is the English companion to our Turkish deep-dive. It is aimed at European procurement teams evaluating an Ankara-based software company for projects with deep-tech, security or compliance requirements.
1. Why Ankara?
Four structural advantages:

5. Selection checklist for European buyers
- Verify clearance levels if defense-adjacent work is in scope.
- Ask for one reference project in your specific sub-domain.
- Confirm English fluency at engineer level (not just account managers).
- Validate documentation samples — Ankara vendors usually deliver more, but ask anyway.
- Confirm IP and data residency clauses (KVKK ↔ GDPR mapping).
6. Closing
For deep-tech, defense, public-sector or compliance-heavy work, Ankara is often the right call. For consumer products, fast iterations and design-led work, Istanbul still leads.
