Ankara Software Ecosystem 2026: Defense, Government and Tech Park Guide

If Istanbul is Turkey's software export engine, Ankara is its engineering capital. Two cities, two cultures: Istanbul ships SaaS, fintech and e-commerce; Ankara ships defense, public sector, deep tech and embedded systems.
Ankara's gravity is defense. Turkey's $7.5B defense exports (2025) lean heavily on software-intensive systems, and ASELSAN, ROKETSAN, HAVELSAN, TUSAŞ (TAI) and STM all sit here, surrounded by 300+ tech-park subcontractors. The skill profile is different: real-time systems (RTOS), DO-178C / MIL-STD-grade code, embedded software, cryptography, simulation, computer vision, autonomous systems, C4ISR.
Two main hubs:
- ODTÜ Teknokent — 400+ firms, 8,000+ R&D staff, deep ties to METU
- Bilkent Cyberpark — 350+ firms, fed by Bilkent University
Talent pool: 7-8K software graduates/year (half of Istanbul's), but stronger engineering culture — METU, Bilkent, Hacettepe, Gazi, TOBB ETÜ. Math/physics/EE majors are over-represented in AI and simulation teams.
